Subject: Official support of the Katangan Bloc for the refoundation speech of Honorary President Joseph Kabila Kabange and his twelve-point national recovery program.
Your Excellency Mr. President,
The Katangan Bloc followed and welcomed with deep interest the speech you addressed to the Nation on May 23, 2025. This message, of a rare loftiness of mind, embodies the historic requirement of responsible leadership, rooted in the truth of the facts and in the resolute desire to restore the Congolese State to its dignity. We congratulate you for the lucidity and political courage with which you have made an uncompromising diagnosis of the multifaceted crisis that is hitting our country.
Your decision to break a long silence, which you had observed out of a concern for republican reserve, testifies to remarkable political wisdom. This silence, now transformed into a solemn call for national mobilization, reveals a strong sense of historical responsibility. In evoking, with emotion, the suffering of the population, you recalled that the word of a former Head of State cannot remain absent when the integrity of the Nation is at stake.
In particular, we welcome your solidarity with the people of the East, abandoned to their fate, and confronted with iniquitous administrative decisions, such as the disconnection from the national banking network. You have given your word a weight of action, announcing your effective presence at their side.
But above all, we congratulate you for having accompanied your word with a rigorous, structured and realistic plan: a twelve-pillar program. This multisectoral crisis exit plan that you are proposing methodically attacks the roots of chaos. It aims at the restoration of the rule of law, the end of armed conflicts, the redeployment of public authority, national reconciliation, social cohesion, equitable economic governance, sincere regional dialogue, and the withdrawal of foreign forces. This plan, Your Excellency, is a therapy for national refoundation.
Faced with this visionary message, the Katangan Bloc takes the firm resolution to accompany you in the concrete implementation of this program. We will play our part fully in this saving momentum. To this end, we invite all Congolese, in the country as well as in the diaspora, to respond to your call, in a unifying spirit, to rebuild our Nation together on solid and just foundations.
Your strategic approach reminds us of the thought of Henry Kissinger, master of contemporary Realpolitik. Like the latter, your speech combines a long-term vision, the primacy of the national interest, the controlled use of strategic silence and a rigorous reading of regional geopolitical dynamics. Like him, you take responsibility for acting when silence becomes a moral fault. This historical parallel underlines the height of the State that you embody at this critical moment for the Republic.
The implementation of the twelve pillars of the national refoundation certainly does not look easy, as the obstacles are numerous and deep-rooted. However, it is in the resolute union of all wills that our true strength lies: because each one, according to his or her means and patriotism, will play a decisive part in this great collective project. We know that only a lucid, collective and resolute commitment will allow us to resuscitate the Congo. Together, we will walk on this path of hope and restoration.
